After forcibly reverting the Two-Tails and Eight-Tails back into their Jinchūriki forms, Leo returned to normal and used the Eight Trigrams Seal to temporarily sever their connection with the tailed beasts, causing both Jinchūriki to fall unconscious.
At that moment, Jiraiya arrived with the entire First Division of Leaf ninjas.
“Fifth Hokage, what happened here?”

It was only now that Jiraiya fully understood what Leo meant by “persuading with virtue”—this was how he subdued them.
The next day, under Leo’s leadership, the First Division of the Leaf ninjas escorted the Raikage and all the captured Cloud ninjas back to the Leaf Village through its gates.
They were greeted by all the Leaf’s senior officials and the enthusiastic cheers of the village’s citizens.
The villagers weren’t just celebrating the defeat of the Cloud ninjas; they were overjoyed that all their loved ones—parents, siblings, and children—had returned home safely.

However, he didn’t. He took some time to extract a portion of the Two-Tails and Eight-Tails’ chakra to send to Nagato, while also waiting a bit to see how things would unfold on Nagato’s side.
On the same day Leo defeated the Cloud ninjas, Nagato led the remaining 80,000 White Zetsu to launch an all-out assault on the Stone Village.
This was to ensure an easier victory over the Stone ninjas and to prepare for the final battle ahead.
The revival of the Ten-Tails was crucial.
Even though Nagato and the Akatsuki members were incredibly powerful, the Third Tsuchikage Ōnoki and the Stone ninjas weren’t pushovers. Winning without sustaining heavy casualties or fighting for days on end would be difficult without the Ten-Tails.
To fully revive the Ten-Tails, the Outer Path Gedo Statue—essentially the Nine-Tails’ husk—needed to absorb all nine tailed beasts and merge them into the Divine Tree.
However, if they only intended to use the Ten-Tails’ power for combat, it wasn’t necessary to absorb all of the tailed beasts completely. They could just collect parts of the tailed beasts’ chakra.
During the Fourth Great Ninja War, Obito only absorbed the One-Tails through Seven-Tails, then added parts of the Eight-Tails and Nine-Tails’ chakra to activate the Ten-Tails’ incomplete first form.
The One-Tails’ Jinchūriki, Gaara, had already lost his tailed beast to Nagato when the Sand Village was defeated.
Leo sent a large portion of the Two-Tails’ chakra for extraction.
The Three-Tails wouldn’t revive for another two years, but some of its chakra could be substituted by extracting it from Samehada, as Samehada had absorbed Three-Tails’ chakra and undergone a mutation as a result.
The Four-Tails’ Jinchūriki, Rōshi, had long left the Stone Village to wander, but he was captured and had his tailed beast extracted before the Fourth Great Ninja War.
The Five-Tails’ Jinchūriki, Han, who led the Stone ninjas against the Rain ninjas at the start of the war, had been targeted and defeated by Nagato and Itachi, and the tailed beast was extracted.
