Having acquired Magnus’s Eye, the design for Nirn, the three Elder Scrolls, and absorbed the entirety of the Soul Cairn, he urgently needed time to retreat and integrate these things.

Thus, matters like discussing magic with the mages of the Psijic Order, seeking the so-called artifact Auriel’s Bow, or confronting the First Dragonborn, would all have to wait.

Leo thought that if he could merge the three Elder Scrolls into one and refine it into his Tsukuyomi world, it might one day function similarly to the Book of Life and Death.

At the same time, the Elder Scrolls’ abilities would further accelerate the fusion of the Soul Cairn into Tsukuyomi, transforming it into the underworld of Tsukuyomi and establishing a complete cycle of life and death.

By using the designs from Magnus’s Eye to create all things, the Bloodspring as the origin of life, the Soul Cairn as the underworld, and the Elder Scrolls to construct the cycle of life and death…

Finally, by placing a sun into the world, Tsukuyomi would become a complete and fully functional world.

As life flourished and the world grew stronger, it would eventually form the framework for a small universe, mimicking the way the Celestials operated, and one day, he could build a complete universe.

By that point, he would become a multiverse-level being, on par with Sithis.
