In Leo’s impression, the US military had tried multiple times to restart the Super Soldier program, with S.H.I.E.L.D. participating, though the effects of the replicated serum were never quite satisfactory.

However, he knew that the replicated Super Soldier serum had one notable benefit: it could cause mutations when combined with Hulk’s genes.

Abomination was created by first injecting the replicated Super Soldier serum and then Hulk’s genes.

Though Abomination’s strength wasn’t as insane as Hulk’s and he didn’t grow stronger with anger, he had an advantage Hulk couldn’t match.

He didn’t develop a new personality, and with some training, he could control his transformation and return to normal form at will.

Compared to Hulk’s transformation, Leo preferred Abomination’s, despite its ugliness.

But that wasn’t a problem. With Dr. Banner’s help, and the expertise of Dr. Stern, Dr. List, and Dr. Smith, they could continue to refine it.

Chakra is the combination of physical and mental energy. As long as one has outstanding physical or mental attributes, or both, they can extract much more chakra than a normal ninja.

If he could transform into Abomination or Hulk, not only would his hand-to-hand combat abilities improve significantly, but the amount of chakra he could extract would also increase greatly.

Then he wouldn’t have to worry about running out of chakra after using a few B-rank jutsus.

If he could also learn the Eight Gates Release, using the powerful physique post-transformation, it would be incredible.

He wasn’t completely making it up. Originally, the red power pill was marketed for health and strength enhancement, but sales were dismal.

After Jack suggested marketing it as a bedroom supplement, sales exploded.

So, the blue stamina pill was also marketed similarly. Only the green life-saving pill was marketed normally for satiety.

But that would soon change. Jack discovered that in wealthier areas, the satiety pill wasn’t popular since people didn’t lack food.

However, marketed as a weight-loss miracle pill, it sold astonishingly well, with girls and overweight boys buying it in bulk.

“The Super Soldier serum transformed a frail, sickly Captain America into a healthy, strong person, aligning perfectly with Li Group’s mission: 

To work for humanity’s health and be the most conscientious human entrepreneurs!

I believe our group could use the Super Soldier serum to develop a drug that can restore health to those born with weak and sickly bodies.

You agents and military folks only think about war. If you focused more on civilian welfare, the world would be a better place.

So giving me the Super Soldier serum is a meritorious act for human health and medical science.”

Leo’s righteous speech grew louder, sounding very sincere.

Moral high ground? Two can play that game. I, Leo Chen, am also working for humanity’s welfare, a conscientious entrepreneur.

Tony, hearing this, nodded in agreement:

“I think Leo makes a good point.”

Leo’s idea of using the Super Soldier serum for civilian health rather than creating super soldiers resonated with Tony’s current views.

After the kidnapping incident, Tony decided Stark Industries should stop making war weapons and focus on green energy and civilian tech.

“Alright, Mr. Leo, since it’s for humanity’s health, I’ll arrange for the serum sample and data to be sent to you as soon as possible.”

Nick Fury thought for about three seconds, then took out a device similar to a phone and sent a series of messages.

Naturally suspicious, he didn’t believe Leo’s words, but he had no choice but to agree.

If he couldn’t get the Hydra intel, he’d be in a very passive position, and Hydra posed a far greater threat than Leo.

If Leo misused the Super Soldier serum, he could deal with him after taking care of Hydra.

Right now, purging Hydra agents from S.H.I.E.L.D. was the priority.

“Since Director Fury is so straightforward, I’m not stingy. Let me give you the Hydra intel in advance.”

Seeing Fury agree, Leo walked to the edge of the rooftop, looking out over the bustling New York nightscape.

“This actually started before I came to New York. Our chief researcher, Dr. Smith, was kidnapped…”

Leo then recounted the story of Hydra kidnapping Dr. Smith to obtain the red pill formula and his rescue mission, mixing truth with fiction.

He altered many details, such as changing his solo infiltration to leading a team of elites. The Hydra intel was supposedly obtained by downloading part of the base’s database before blowing it up.

“You say John Garrett is with Hydra?”

Hearing about Baron Strucker and John Garrett’s deal, Nick Fury’s face changed slightly.

Garrett was an agent he had mentored, contemporaneous with Coulson. Unlike Coulson’s steadfast beliefs, Garrett was more ruthless and ambitious.

He didn’t mind this, considering it normal. Agents like Coulson were rare.

“Yes, Baron Strucker kidnapped Dr. Smith to trade for the list of superhumans controlled by S.H.I.E.L.D.”

Leo nodded, then dropped another bombshell:

“Besides John Garrett, there’s someone higher up, your former director, Alexander Pierce!”
